Congressman Crowley has been a staunch supporter and committed friend
of Latin America and its people. As a member of the influential
Committee on International Relations, Congressman Crowley has actively
pursued legislation and diplomatic initiatives to promote peace
and prosperity throughout the Latin American region.
Congressional
Andean Region Caucus
- Congressman
Crowley is the founder of the Congressional Andean
Region Caucus, which deals with current issues and crises affecting
the governments and people of Colombia, Ecuador, Peru, Bolivia,
Venezuela, and Chile.
Human Rights for Colombia
- Congressman
Crowley continues to fight for an improvement in the human rights
conditions in Colombia.

Crowley has consistently voted against U.S. Government funding
for the Colombian military, which is constantly implicated in
human rights massacres of innocent citizens.
- In
a letter to Colombian President Andres Pastrana, Congressman
Crowley expressed his concern for the attacks against the civilian
population of San Jose de Apartado, Antioquia, and his fear
of further attacks.
- The
Congressman cited the importance of " Peace Communities", as
they exemplify civil society organizing for peace in the midst
of conflict.

Crowley urges the participation of the Commission of Justice
and Peace in preventing further attacks and investigating those
that have already occurred.
Funding
for Ecuador
- Congressman
Crowley is the leader in Congress for advocating on behalf of
Ecuador.

Crowley is working to secure additional funding for Ecuador
in response to the security problems caused by the spillover effect
in neighboring Colombia.
Andean
Adjustment Act
- Congressman
Crowley co-sponsored this legislation, known as the Andean Adjustment
Act, which provides for the adjustment of immigration status
for Colombian and Peruvian nationals currently in the United
States.
Improving Ties with Peru

Mr. Crowley joined members of Congress in congratulating President
Alejandro Toledo on his election to the Presidency of Peru.
- The
recent election represents a return to democracy for Peru, a
development that this bill openly acknowledges and encourages.
- Additionally,
this bill expresses sympathy for the victims of the devastating
earthquake that struck Peru on June 23, 2001.
